Ugra’s cities are becoming “smart” and safe

The meeting of the Commission for Digital Development was held by the governor of Ugra Natalia Komarova. During the meeting, the participants discussed the implementation of the Smart City and Safe City projects in the region, training of personnel for digital economy, as well as the concept of digital transformation of the Khanty-Mansiysk Autonomous Okrug and its implementation plan.
It should be noted that the Ministry of Construction of the Russian Federation held a selection of cities in our country, which will implement Smart City pilot projects for the testing of advanced digital and engineering solutions, in order to digitalize the municipal service and facilities. As a result, the number of pilot cities from our region included Khanty-Mansiysk, Surgut and Nizhnevartovsk.
“The Government of the Autonomous Okrug, the Ministry of Construction of the Russian Federation and municipalities signed agreements on the implementation of a pilot project on digitalization of the municipal service and facilities. Within the framework of the agreements, road maps have been formed,” Pavel Tsiporin, Director of the Department of Information Technologies and Digital Development of Ugra, said.
According to him, road map events are divided into 8 blocks: urban management, “smart” housing and communal services, innovations for the urban environment, “smart” urban transport, intelligent public safety systems, intelligent environmental safety systems, communication network infrastructure, tourism and services.
“In total, there are over 50 measures in each city with the execution period until 2024. Some of the measures provided for by the road maps are being implemented, including at the regional level,” Pavel Tsiporin added.
“The implemented solutions are aimed at improving the efficiency of urban services, Autonomous Okrug authorities, local governments, improving living conditions of citizens, improving public safety in Ugra,” Natalia Komarova emphasized.
Safe City Hardware and Software Complex in the Autonomous Okrug is being created in accordance with the concept approved by the Prime Minister of the Russian Federation Dmitry Medvedev, with “road map” approved by the Order of the Government of the Autonomous Okrug and within the framework of a three-year state contract, technical requirements to which were agreed with the Council of Chief Designers of the Ministry of Emergency Situations of Russia.
The pilot municipalities for the priority deployment of “Safe City” were Khanty-Mansiysk, Surgut, Nizhnevartovsk, Megion and Sovetsky District.
According to the schedule, the implementation of the Safe City Hardware and Software Complex in Khanty-Mansiysk was completed in December 2018. In the course of work, 16 new video cameras, 150 existing law enforcement cameras and 4 cameras located at sports venues with facial recognition function were integrated into the video monitoring subsystem. Also 7 posts of hydrological, meteorological and atmospheric monitoring are deployed in the city. Data from these devices are used to predict the development of adverse events such as floods and forest fires.
Similar work on the use of the Safe City Hardware and Software Complex is now being carried out in the other pilot municipalities.
