Ugra plans to collect all successful practices of women-regional leaders on the development of the world regions during the pandemic

The meeting of the international discussion club "The Eurasian Association of Women-Regional Leaders" will become a part of the III Eurasian Women's Forum program which will be held in September, 2021, in St. Petersburg. The proposals to the draft resolution were considered during the meeting of the international discussion club "Women's Role in Development of the Regions During the Pandemic, Post-covid Period. Transformation of Women's Employment" which was held online in Khanty-Mansiysk.

Deputy Chairperson of the Federation Council, Chairperson of the Eurasian Women's Forum Council Galina Karelova welcomed the participants of the club on behalf of the Speaker of the Upper House of the Russian Parliament Valentina Matviyenko and noted that the year 2020 became breakthrough in number of areas due to its challenges.

Galina Karelova drew the attention to the fact that new employment formats and ways of organizing women's labour have developed significantly during the pandemic: "starting from January 1, 2021, a law that will provide labour guarantees for remote workers will come into force. Remote work will enable women to combine professional and family responsibilities, remove restrictions on the place of residence, mobility and field of activity."

According to Galina Karelova,the plan of implementation of the National Strategy for Women and project activities of the Eurasian Women's Forum Council pay special attention to the development of educational programs and the formation of new competencies and skills of women. The Council implements 22 projects aimed at the increasing of women's participation in all areas of social life: industry, digital economy, territorial development and other. The Council applies modern technologies and new approaches in order to create conditions for effective employment of women and strengthening their role in the social and economic development of the country.

The Council together with the "Senezh" Management Workshop of the presidential Platform "Russia – Land of Opportunity" implement a new educational program "Woman-Leader". 140 women from 42 regions of the country participated at the first stage of it. "26 projects of social significance were designed by the end of the program. I believe that they have the potential for the development of territories and propose to consider the possibility of their implementation in the regions," Galina Karelova said. At the same time, she stressed the importance of creative industries – an industry that is actively developed by women and which will be in the focus of special attention in 2021.

"The topic of our discussion is comprehensive, with a big number of unknown variables. We have to comprehend the consequences of the pandemic on the entire social life organisation. But now, all experts call unemployment, the transformation of the labour market and, as a result, the decline in the level of well-being of people - one of the main long-term challenges of the pandemic," the Governor of Ugra Natalia Komarova said.

According to the head of the region, during the pandemic, the workload of the women employed in the health sector and in the social sector has significantly increased. 70% of employed in this fields around the world are presented by women. The increased loads at the workplace combined with caring for children, caring for elderly parents, tense, stressful rhythm of life affect the emotional state of women.

"It is necessary to replicate the effective experience of women-regional leaders in overcoming the consequences of the pandemic, including in the labour market as widely as possible. It is important to ensure the smooth functioning of reliable, adaptive social protection mechanisms for all socially vulnerable categories of citizens, including women employed in the informal sector of the economy. It is essential to create new jobs in creative industries as a source of employment and growth points of regional economies. It is essential to set up the career orientation system in such a way as to involve women in scientific and innovative activities, the development of digital competencies, the decision-making process aimed at restoring economies at the local, municipal and national levels, and to eliminate gender inequality," Natalia Komarova stressed.

Preparation for the meeting of the club, discussion of these and other issues is constantly conducted on the Internet portal "Eurasian Association of Women-Regional Leaders". Currently, 86 projects of the participants are presented there: 60 from Russia (including 21 from Ugra), 26 from foreign countries. Practices of a high-demand for overcoming the economic consequences of the pandemic, projects for the development of social and humanitarian infrastructure in the regions are among them.

In turn, the President of the BRICS International forum, Purnima Anand, noted that during the pandemic, the BRICS Development Bank decided to allocate additional actions to struggle against the consequences of the pandemic. "This is an important opportunity for the BRICS countries to develop projects at the regional level. The partnership with Ugra in the digital sphere could become a perspective direction," said Purnima Anand. According to her, digital interaction is also important for the development of creative industries.

Deputy Minister of Industry and Trade of the Russian Federation Gulnaz Kadyrova stressed that the Federal Agency selects country entities to promote programs for the development of creative economy in the regions, in particular, related to the development of tourist routes, holding exhibition and congress events, the implementation of programs for the employment of women in small and medium-sized businesses in the field of folk arts and crafts. Natalia Komarova proposed to include Ugra in the list of such pilot regions. In turn, Veronika Peshkova, Goodwill Ambassador of the United Nations industrial Development Organization (UNIDO), expressed her readiness to participate in the implementation of joint projects with Ugra in the field of creative industries.

Chair of the Federation Council Committee on Science, Education and Culture Lilia Gumerova welcomed the participants on behalf of the project "Women-Scientists and Global Challenges of the Present Times".

The senator payed particular attention to the importance of scientific research on issues related to the creation of the necessary moral and psychological climate, psychological support for children, parents, teachers in connection to the coronavirus pandemic. "We will definitely start working in this direction involving women-scientists from the participating countries of our project," Lilia Gumerova noted.

Vnesheconombank Deputy Chairman, General Director of a non-profit organization "Fund for Development of Monotowns" Irina Makieva told about the best practices to reduce negative impacts from the spread of COVID-19, which are applied by the woman-leaders in cities during the pandemic, and proposed a selection of the best practices for struggling against coronavirus among women-leaders of cities on the website of the "Eurasian Association of Women-Regional Leaders" in order to develop recommendations for their replication.

During the discussion club meeting women-regional leaders from Serbia, the Philippines, Malaysia, Zambia, Switzerland, and Russia presented their practices on overcoming the consequences of the pandemic and providing of the employment.

It should be recalled that the Eurasian Women's Forum is a dialogue platform aiming at the consolidation and development of the cooperation between women-leaders in order to solve burning challenges and strengthen the atmosphere of trust and mutual understanding in the world based on the universal values of humanism, rights and dignity. The organizers of the forum are the Federation Council of the Russian Federation and the Inter-Parliamentary Assembly of the Member States of the CIS.

The priority projects of the forum are implemented under the supervision of the Eurasian Women's Forum Council, which was formed In order to organize a sustainable support of the projects and programs in favour of women and the implementation of the final documents of the Eurasian Women's Forum under the Federation Council. A dialogue platform of the Eurasian Association of Women-Regional Leaders headed by Governor of Ugra Natalia komarova is one of them.
