Ugra is a leader of the Rosinfra Award for the best PPP project in the field of children's infrastructure

National Infrastructure Award Rosinfra in the nomination Best Public-Private Partnership Project (PPP) in 2019 in the field of children's infrastructure was presented to the Governor of Ugra Natalia Komarova. The region was recognized as the winner for the project to build a school for 1,725 children in the residential district Irtysh-2 of Khanty-Mansiysk.
The award ceremony was held today, September 28, during the plenary session 'Infrastructure for People: How the Implementation of PPP Projects Changes Quality of Life in Regions and Cities' of the Russian PPP Week. Deputy Prime Minister of the Russian Federation Marat Husnullin, Minister of Economic Development of the Russian Federation Maxim Reshetnikov, Minister of Transport of Russia Evgeny Dietrich, Chairman of the WEB.RF Igor Shuvalov, heads of regions of the Russian Federation took part in the ceremony.
At the meeting, Natalia Komarova spoke about Ugra best practices on development and improvement of public-private partnership mechanisms. 'The first thing we did was stop ordering housing construction, and each square meter was purchased in built ready form for municipal needs. For 2 years, we completed the facilities started by construction,' the Governor said.
She recalled that in 2010-2011 the availability of places in kindergartens in the region was about 60 per cent. In this regard, a mechanism for redemption of finished objects has been introduced. As a result, 125 kindergartens were put into operation in 5 years.
'Currently, Ugra is implementing about 40 PPP projects. Their value is more than 50 billion rubles,' Natalia Komarova said.
According to the Head of the Region, these mechanisms require further improvement in order to develop the system of public-private partnership. 'It is important to provide an opportunity for an investor. In order to balance relations on target operation of facilities, it is necessary to separate maintenance of the facility and its use as intended in the federal concession law . This will increase opportunities to attract investors. The wider the range of opportunities, the more effective the system will work, the more successful we will be in fulfilling state tasks,' the Governor said.
Russian Week of Public-Private Partnership takes place in Moscow from September 28 to October 1.
During the Forum, the participants discuss formation of infrastructure for PPP development, business involvement in implementation of national projects, legislative aspects, investment attraction and many other topics.
