Ugra entered the top 3 regions in terms of digital transformation

Governor of Ugra Natalia Komarova held a joint meeting of the Council for Development of Local Self-government and the Commission for Digital Development.

The agenda of the meeting included implementation by the municipalities of Ugra of measures to eliminate unauthorized places of disposal of production and consumption waste, the strategy of digital transformation of the Khanty-Mansiysk Autonomous Okrug.

The Head of the Region gave data: at the beginning of this year, 546 unauthorized landfills are registered in Ugra.

In this regard, the Governor instructed the heads of municipalities, together with the relevant state executive authorities of the Autonomous Okrug, to take a set of effective management decisions aimed at eliminating unauthorized landfills: "There are target values characterizing the work of constituent entities of the Russian Federation to eliminate unauthorized waste dumps, which are determined by Rosprirodnadzor. For 2022 and 2023, the number of liquidated landfills should be at least half of all registered ones."

The head of Khanty-Mansiysk Maxim Ryashin spoke about the work carried out by the municipality in this area. "As a result of systematic work in 2021, the number of landfills decreased by 22.4% compared to 2020," he noted. "The emphasis was placed on preventive work, control by the municipality, the public, and residents."

Commenting on the speech of the heads of the Sovetsky district, Megion, the rural settlement of Polovinka of the Kondinsky district, the Governor drew attention to the need to classify tasks in elimination of unauthorized waste disposal sites and instructed to develop a model of work on their elimination, taking into account specifics of municipalities.

Results of implementation of the digital transformation strategy of the Autonomous Okrug were considered. According to the results of 2021, Ugra ranks second among the constituent entities of the country in the rating on digital transformation, which is formed by the Ministry of Digital Development, Communications and Mass Media of Russia. The indicator of providing residents of the region with Internet access is 99.95%, with high–speed access over 100 Mbit/s is 94.21%. 351 socially significant objects are connected to the Internet.

Pavel Tsiporin, Director of the Department of Information Technologies and Digital Development of Ugra, noted that digital transformation is one of the national goals approved by the decree of the President of Russia.

"One of the indicators of the digital transformation rating is digital maturity," the head of the department continued. "According to this criterion, activity of the heads of authorities in five sectors is evaluated: health, education, transport, urban environment and public administration. Ugra has the best results in Russia in the field of education and healthcare."

So, last year, together with RANEPA, more than 1,500 state and municipal employees were trained under the program "Digital Transformation. Quick start." In total, more than 10 thousand residents of the region received digital competencies in various training programs last year.

Educational project "Lyceum of the Yandex Academy" is being implemented to teach programming languages to schoolchildren. In 2021, the first 58 graduates of the project completed their studies. One of the pupils entered the leaders of the main all-Russian rating with the highest academic performance. Currently 123 schoolchildren continue their studies.

Special security programs have been developed, which are included in training courses on digital literacy.

49 IT camps have been created, 2,950 people have been provided with Internet access, which is 61% of the total number of representatives of the indigenous peoples of the North with a traditional way of life.

In 2022, enrollment in the first class took place on the new platform of the public services portal. This made it possible to conduct the campaign without failures, while 98% of the total number of applications received were submitted electronically.

During discussion of the agenda, acting director of the Ugra Health Department, Elena Kasyanova, informed that more than 12 thousand workplaces connected to the regional medical information system have been automated in the region, which allows organizations to work with a single electronic medical record of the patient: "In addition to an electronic appointment with a doctor, in 2021 they became available in electronic in the form of an appointment for vaccination, calling a doctor at home, uploading fluorography data. All departments and stations of emergency medical care are connected to a single information system that allows to maximize efficiency at each stage of emergency care."

Director of the Department of Social Development of Ugra Teresa Ponomareva outlined the priorities of digital transformation in the social sphere: "With the help of the application software "Automated Information Processing System", the processes of assigning benefits and payments have been transferred to an electronic format. The ability to make decisions automatically without participation of specialists has been implemented for 12 digital social services, and work is underway on the proactive (non-application) assignment of 13 types of benefits. In 2021, the public part of the social services portal with a personal account of a citizen was put into commercial operation. Recipients of social services on the portal can implement certificates for social services in electronic form, conclude electronic contracts with social service providers, view information about assigned (rendered) social services, confirm the fact of their provision by QR codes."

In the third quarter of 2022, the portal will implement: a social navigator that allows users to choose social services and social support measures depending on the life situation; services in the personal account of a citizen that allow remote control of the entire cycle of providing social services (from choosing a provider to evaluating the quality of services); access to the electronic version of the certificate of a large family and veteran of labor in the form of a QR code.

The Governor recalled that industry-specific digital transformation strategies have been approved at the federal level. "I instruct the Department of Information Technology and Digital Development, together with relevant executive authorities, to update the current strategy of digital transformation of Ugra, its indicators, implementation measures in accordance with federal strategies within a month," the Head of the Region said.
