Ugra could become a pilot platform for working out mechanisms of cooperation between regions of Russia and EAEU countries

Department of Public and External Relations of the Khanty-Mansiysk Autonomous Okrug – Ugra informs:

Governor of Ugra Natalia Komarova took part in the opening of Cooperation Days dedicated to the 90th anniversary of the Autonomous Okrug, and in online panel discussion 'Partnership for Sustainable Development', held today, December 16.

During the meeting, external and internal partners of the region shared some successes of cooperation with Ugra, as well as presented new promising areas of cooperation.

'We are developing trade relations with 69 countries, our humanitarian projects cover hundreds of regions of the world,' Natalia Komarova said, anticipating the discussion, 'Last Friday, heads of state of the Eurasian Economic Union at a meeting of the Supreme Eurasian Economic Council approved strategic areas for development until 2025. This document defines the mechanisms of cooperation in new areas not provided for by the current treaty on the EAEU: education, tourism, sports and healthcare. All these are basic competencies developed in Ugra, in each of them we implement individual promising projects, many of which have the status of priority. I propose to consider our region as a pilot platform for working out such mechanisms of cooperation between the Russian regions and the countries of the Eurasian Economic Union.'

The Governor stressed that the Autonomous Okrug is interested in expanding economic partnership, including use of digital services and electronic platforms. So, in the first quarter of 2021, it is planned to operate online display stands of Ugra manufacturers' products on the platforms of trade missions of Russia in foreign countries. In turn, export-oriented enterprises of the region are interested in maximum representation on digital resources.

'I propose to synchronize our work plans for 2021 and ask the Ministry of Foreign Affairs of the Russian Federation to provide diplomatic support in conclusion of relevant international partnership agreements between our development institutions and economic entities,' Natalia Komarova emphasized.

She recalled that the United Nations had declared 2021 the International Year of the Creative Economy for Sustainable Development. Ugra initiated launching a working group on the platform of the Nothern Forum on creative industries development, which will provide a platform for interregional communications of the regions – members of the Northern Forum, contribute to popularization and promotion of ethnic brands, involvement of indigenous peoples, implementation of export potential of creative products.

Another area that the Head of the Region drew attention of the participants of the discussion was humanitarian cooperation: 'We pay great attention to popularization of the Russian language abroad, support of our compatriots, and preservation of historical memory in our international activities. The Russian Language Days in Slovakia held in 2020 in an online format had a feedback. On our initiative, Rossotrudnichestvo has included a section on participation of regions in this work in the draft state program for support and promotion of the Russian language abroad. We have a proposal to the Ministry of Foreign Affairs to replicate the project in the CIS countries, among our European partners. We are ready to expand such programs.'

In the Year of Memory and Glory, the international project 'North for Victory. Everyone for the cause of pease' was also launched On the initiative of Ugra residents. It is aimed at popularizing achievements of national culture, historical heritage, spreading and strengthening the position of the Russian language in the world. 9 countries have already joined its implementation. Natalia Komarova invited partners to participate in this humanitarian initiative.

'In 2021, Russia will chair the Arctic Council. Two of our projects were included in the draft program of events for the year: International Film Festival Spirit of Fire and the World Congress of Reindeer Herders. Also, Northern Forum in partnership with Finland initiated an international festival on traditional fishing. We are looking forward to meet guests of these and other authoritative international events on Ugra land: IT forum, environmental campaign Save and Preserve, youth forum Oil Capital, international forum Civil Initiatives of the Regions of the 60th Parallel,' Natalia Komarova added.

Representative of Ministry of Foreign Affairs of Russia in Ekaterinburg Alexander Kharlov noted that Ugra has built a transparent system of work in the international sphere.

'Khanty-Mansiysk Autonomous Okrug acts as a representative of the Russian Federation in the international arena, carrying out serious work in the humanitarian sphere. We see results: Ugra has become a platform for major, well-known international events. Today, the region offers its external partners an online practice of teaching the Russian language, which corresponds to the request of the world community,' he stated.

Representative of the Ministry of Foreign Affairs supported the intentions of the Autonomous Okrug to develop mutually beneficial economic relations with foreign partners through trade missions of Russia.

Alexey Tsykarev, a member of the UN Permanent Forum on Indigenous Issues, said that Ugra traditionally takes an active position in matters of cooperation in development of indigenous peoples, providing platforms for major thematic forums, regional delegations participation in UN and UNESCO events, supporting international community in solving global issues, including preservation and development of indigenous languages.

'We know about the initiative of Ugra State University to create a UNESCO chair, whose activities will be dedicated specifically to the indigenous Finno-Ugric peoples. We hope that in the future we will be able to build on your commitment to the Sustainable Development Goals,' he said.

Alexey Tsykarev noted that an international project seminar Finno-Ugric vector towards creative economy will be held in Khanty-Mansiysk on December 23. According to him, this is a great start to 2021 – the Year of Creative Economy for Sustainable Development.

During the meeting, Acting Executive Director of the International Organization of Northern Regions Northern Forum Vladimir Vasiliev added that the organization implements a wide range of projects with the participation of the Khanty-Mansiysk Autonomous Okrug. At the same time, the region systematically initiates new projects. 'One of these initiatives was a working group on development of creative industries. On December 11, the Committee of Regional Coordinators of the Northern Forum approved this idea. I think that the General Assembly of the Northern Forum will approve this decision in the first quarter of 2021,' he stressed.

At the plenary discussion, consuls and trade representatives of Russia from Hungary, Serbia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan, France, Zambia, Slovakia and China spoke about successful experience of cooperation with Ugra, promising areas and projects.

Thus, the Consul General of Hungary in Ekaterinburg Sandor Fabian noted that an agreement has already been prepared between the Ministry of Foreign Economic Relations and Foreign Affairs of Hungary and the Government of the Khanty-Mansiysk Autonomous Okrug on implementation of international and foreign economic relations in trade, economic, scientific, technical, humanitarian, cultural and other areas. As soon as the pandemic of a new coronavirus infection begins to decline, the parties will sign this document.

'On a position of the Consul General, I will make every effort for the successful development of our bilateral agreements,' Sandor Fabian said.

'Ugra is working on the preparation of the academic history of our region, which will consist of 8 books. The first one has already been published. In this regard, I propose to combine the efforts of scientists from Hungary and the Russian Academy of Sciences, which is engaged in this colossal work of great importance, including international,' Natalia Komarova said.

Cooperation Days take place in Ugra online from December 15 to 25. The Forum program includes a set of measures aimed at expanding bilateral cooperation between the Autonomous Okrug and foreign partners to attract new partners, tourists, and increase foreign trade turnover of regional enterprises.
