4 october 2019
Department of Public and External Relations of the Khanty-Mansiysk Autonomous Okrug – Ugra informs:
The governor of Ugra Natalya Komarova participated in the international conference “Female Leaders and Sustainable Development” which took place in Belgrade, Serbia.
The head of the region became a participant of a panel discussion “Women and family” where she told participants about measures of support for women in the autonomous area.
“In the summer of 2019, the United Nations published a report devoted to the progress of women and the institute of family in the modern world. She started with the words “The world is rapidly changing”. However, the main challenge, as well as many years ago, is that the family, remaining a basic element for any social and economic development, quite often constrains possibilities of self-realization of women, forcing them to make choice between career and family wellbeing,” Natalya Komarova said.
The head of the region emphasized that the state had to aim to create conditions under which a woman could combine both roles, a mother and a professional. In her opinion, it is only possible to find such balance by unloading women through rendering address help to them.
One of the types of such help is development of preschool and additional education. “Pursuing this policy, we managed to increase employment of women with children of preschool age from 70,2 percent to 72,1 % from 2016 to 2018,” stated Natalya Komarova.
She reminded that there are single mothers raising children, and only in Ugra about 2 thousand women from this category applied annually to registration authorities of the region.
“There is another sad fact: 9 thousand divorces for 12,5 thousand marriages. In this regard, implementation of the dedicated support for lonely mothers with children becomes extremely urgent, noted Natalya Komarova. Experience of the Khanty-Mansi Autonomous District shows that financial support is the most efficient form of support”.
She told participants of the discussion that the reproductive medicine was actively developing in Ugra. So, in the region the birth rate is 13,6 for 1 thousand people. This indicator is higher than in Norway, France, and Great Britain. And the level of infantile death rate is one of the lowest in the world. Also, a large center of development of motherhood and childhood is going to be opened in the autonomous area, which will include the center of high genetic biomedical technologies. On its basis, genomic researches will be conducted, and advanced developments in the field of health care for mother and child will be implemented.
“Thanks to the reproductive medicine, financial support for families, payments for a second, third and subsequent children, the Ugra maternity capital, the family capital, essential results have been achieved. So, the quantity of large families in Ugra from 2016 to 2018 grew from 23 thousand to 28 thousand,” stated the head of the region.
Natalya Komarova highlighted that it was extremely important to create the basis for the implementation of family opportunities. In this regard, experience of involvement of women in social entrepreneurship, activity of non-profit organizations showed that this is a very promising direction.
The governor reminded the participants that on the platform of the Eurasian women's forum, a club of female leaders has been created. And in December, a special platform “Women's Influence for Development of Regions” will be unrolled within the international humanitarian forum “Civil Initiatives of Regions of Latitude 60”. Natalya Komarova invited participants of the conference to arrive to Khanty-Mansiysk and join a discussion of current issues about women in the modern society.
“A family is consolidation of people based on mutual respect and care about each other. I live in a region where these qualities have been highly appreciated since ancient times. The people of the Khanty, Mansi, and Nenets have lived for a long time in our territory. For them family became the impulse which gave them the chance to develop and preserve the people for many years now. I have no doubts that family is the basis for relationship,” Natalya Komarova summarized.
The international conference “Female Leaders and Sustainable Development” is one of the most influential world events. Annually over 200 women from around the world become its participants: representatives of the intellectuals, culture, authorities and other fields of activity.
The most topical issues of implementation of mental and creative abilities of women, their influences on the world political agenda, participations in political, economic processes are discussed on this site, and the developed solutions are implemented in many states.
This conference is aimed at exchange of best practices between women of Serbia, Russia, and the Balkans.
During the visit to Belgrade, Natalya Komarova also held a number of meetings with leading politicians of Serbia, participated in a flower-laying ceremony to the Liberators of Belgrade Memorial.
