Good morning, dear colleagues.

One of the issues on the agenda is such a strategic direction of the performance of the law enforcement system of the Autonomous Okrug as detection and suppression of crimes in the field of fuel-energy complex. Oil and gas companies of Ugra are the backbone of both energy and economic security of the country. Therefore, the fight against crime in this field should be a matter of high priority. It should be professional and quickly organized.

According to 2012, the law enforcement authorities identified 850 crimes in the fuel-energy complex, while the public prosecutor's office detected more than 1,300 violations of law. In general, the nature of criminal activity remains at the sustained level. Considerable material resources attract criminals and force them to invent difficult economic schemes and all kinds of financial manipulations, such as “kickbacks”. It is possible to identify and investigate such crimes only with the help of the effective cooperation of all law enforcement, supervisory and oversight structures.

Crimes in the sphere of fuel-energy complex lead not only to the economic losses, but they are also threatening for the environment. So, there are cases when retired and sometimes abandoned pipelines attract people who steal the remains of oil in them and then dismantle them, destroying trees and polluting the territory. Later these pipes are slightly repaired and returned for the needs of enterprises as new ones. Of course, there is no question of their reliability. The same concerns the illegal cuts into the long-distance and intrafield pipelines. Such crimes with far-reaching environmental consequences should be thoroughly controlled.

We will also discuss the measures aimed at reducing the number of people previously convicted for crimes and the number of people convicted on the basis of convictions. The level of recidivism to some extent characterizes the quality of not only criminal, but also the judiciary and law enforcement agencies. It is a complex rate, the development of which we should influence. Last year the number of crimes committed by recidivists reached 2,320 cases. There is a separate group of convicted who were paneled without exclusion from the society including about 6,000 people in Ugra. Every third of them is not busy neither with working nor studying. Such asocial position causes crimes. To change it means to reach half of success. To do it, you need to use a wide range of means: from address support to such people for their social adaptation to imposition of the relevant court restrictions and a wider use of administrative oversight. Today we will discuss the development of this practice.
