There are 90 innovation enterprises created in the Khanty-Mansiysk Autonomous Okrug – Ugra. The scientific work is being done in 48 directions in the 14 fields of science. The researches are focused on the needs of the region, including the oil industry.
Academic staff of higher professional education institutions of Ugra engaged in research consists of 1345 scholars. Over 50% of them have various academic degrees, 16.3% have higher doctorate degrees.
All research work in Ugra is concentrated in the Okrug's universities. For this purpose 18 innovation type SMEs have been set up withing the universities' structure. Both faculty members and students take part in research work.
The government of Ugra has started work on a large-scale project with the purpose of establishing a "Research and Innovation Center RAS-Ugra" which is intended for integration of fundamental, applied, and corporate research in oil and gas sphere. The purpose of Ugra innovations development is the creation of innovative hi-tech economy competitive in both domestic and global markets. It would support sustainable social and economic development of the region and improve quality of life of the population.

State support of innovative business facilitates growth of the number of innovative companies and stimulates intellectual activity. As at the end of 2013 129 innovative SMEs operated in the Autonomous Okrug.
The core of organizational infrastructure for innovations is the autonomous institution of the Khanty-Mansiysk Autonomous Okrug – Ugra "Ugra Hi-Tech Technopark". 102 innovative SMEs have been registered as the Hi-Tech Technopark residents, which taken together created 534 new jobs, total sales of innovative products exceeded RUR1 billion, the companies also generated RUR20 million of tax revenues.
The region's government expenditure for the support of innovative business in the Autonomous Okrug in 2013 amounted to RUR112 million, including RUR13 million funded by the federal budget.
Support of innovative SMEs is provided in the form of grants and subsidies to start-ups,
as well as innovative projects contest "Golden Innovation".
In 2013 the government support in the amount of RUR27 million was provided to 36 innovative companies.
Under the Agreement between the Government of the Autonomous Okrug and the Foundation for the Promotion of Development of Small Businesses in the Sphere of Science and Technology the Okrug sponsors contests of innovative projects submitted by young researchers of the Khanty-Mansiysk Autonomous Okrug – Ugra participating in "U.M.N.I.K." Foundation ("Participant of Young Researchers and Innovations Contest") and "START" programs. By the results of 2013 innovative projects contests 12 projects were chosen as the winners and received financial support from the Foundation.
The Okrug is engaged in applied research in the sphere of innovations; supports the work of prototyping centers as the engineering and production groups, cluster development centers, regional engineering centers for the purposes of stimulating use of innovative technologies by SMEs and technological availability improvement.
These efforts on the part of the government produce tangible results. 2013 saw a 6% growth of the number of high-performance work places; the number of active innovative SMEs - Hi-Tech Technopark residents increased to 120; growth of the hi-tech and science-intensive production went up by 3.6%; unit weight of innovative products, works and services increased by 3%, there were almost 11% more organizations engaged in technological innovations.
